David S. O'Leary, Director
David O’Leary is a director at Dufford & Brown, specializing in special districts and local government law as general counsel involving special district matters, bonds, real estate, municipal and general civil representation, including contracts. David has a broad range of experience forming, advising and representing special districts and local governments throughout Colorado. He obtained his undergraduate degree from Duke University in 1992 and his law degree from the University of Denver in 1995. Mr. O’Leary is admitted to the Colorado Bar.
Mr. O’Leary works closely with governmental entities, developers, and taxpayers within the various developments in resolving and addressing development and governmental issues cooperatively. He is well versed regarding matters of organization, elections, board matters, public meetings, financing matters as well as ongoing operations and administration and has worked with individual Districts as well as government representatives in legislative, lobbying and statutory matters.
Mr. O’Leary also advises numerous clients on a variety of transactional and general counsel matters including contract review, corporate formation and operations, real estate development and matters pertaining to acquisition of real property, easements and other property rights, commercial leasing, licensing matters, dispute resolution and employment matters. He understands that in resolving issues and disputes, business, personal and regulatory issues must be balanced with what is feasible and in the best interests of all parties to develop practical and cost-effective strategies and solutions.
Mr. O’Leary works with developers and local governments to plan and finance the infrastructure necessary for residential and commercial development. Mr. O’Leary also assists developers in land use, real estate, and transactional matters and local governments in negotiations with public and private entities, budget, audits, construction contracting and statutory and regulatory compliance matters. Mr. O’Leary also works with counsel for local governments when issues in government litigation, municipal finance, and water law issues arise.
Mr. O’Leary is a member of the American, Colorado, and Denver Bar Associations and has spoken at industry seminars and conferences.
