Melissa O'Leary, Special Counsel
Melissa O’Leary, a Colorado native, obtained her undergraduate and law degrees from the University of Denver and was admitted to the Colorado bar in 1994. Ms. O’Leary advises numerous corporate and special district clients, primarily in the areas of formation, statutory and regulatory compliance and elections. Ms. O’Leary has substantial experience in administrative, regulatory and appellate litigation on cases involving development, interpretation and compliance with local ordinances and state and federal regulation, utility certification, tariff development and maintenance, transfers of regulated utility assets, and dispute resolution in the telecommunications, energy and transportation industries. In addition to her experience in private practice, she also worked in the policy and law department at Qwest Communications. Ms. O’Leary also handles estate planning and probate matters.
