Colorado Title 32 special districts are commonly used for tax-exempt financing by landowners and residents for the public infrastructure needs of a development or a community. special districts and metropolitan districts can fund and operate a wide range of public improvements including water, sanitary sewer, drainage, streets and roadways, transportation, safety protection, landscaping, parks and recreational facilities, television relay, covenant enforcement, and ambulance or fire protection. Often, municipalities and counties are limited by law and other factors as to the services they may provide.
